    Vehicle Code section 40500(b) authorizes the Judicial Council to prescribe the form of a Notice to Appear that is issued when a person is arrested for misdemeanor or infraction violations of the Vehicle Code. Penal Code section 853.9 further authorizes the council to approve Notice to Appear forms for nontraffic offenses. Penal Code section 959.1(d) permits a Notice to Appear issued on a form approved by the Judicial Council to be received and filed by a court in electronic form. In response to issues courts have reported with electronic citation forms and procedures and to improve uniformity of the content of Notice to Appear forms used for electronic citations issued by arresting officers, the Traffic Advisory Committee recommends amendments of the California Rules of Court and forms as specified effective April 1, 2015. The deadline for comments is 5:00 p.m., Monday, December 1, 2014.

    This proposal would adopt amendments to the Judicial Council Conflict of Interest Code and bring the Code up to date with its current organization that after a recent consolidation now includes the former Administrative Office of the Courts (AOC). In accordance with Government Code sections 87303 and 87306, the Code must be updated "when change is necessitated by changed circumstances" (id., § 87306). The deadline for comments is 5:00 p.m., Monday, November 3, 2014.

    This position is located in the Clerk’s Office of the U. S. District Court, Santa Ana Division. The incumbent is responsible for providing daily support to the Clerk’s Office and Chambers in the following areas: IT (including PC and Telecommunications), Space and Facilities, Records, Mail, Fiscal and Procurement.  The incumbent reports to the Santa Ana Deputy-in-Charge. This position may require travel to the courthouses in Los Angeles and Riverside.

    Three (3) new proposals to amend the California Rules of Court have been posted to the California Courts web site, at http://www.courts.ca.gov/policyadmin-invitationstocomment.htm.
     
    SP14-06: Judicial Administration: Rule for Trial Court Budget Advisory Committee
    This proposal would amend California Rules of Court, rule 10.64, the rule for the Trial Court Budget Advisory Committee, to make a change to the membership category for presiding judges. It would provide that “presiding judge,” as used in the rule, means a current presiding judge or an immediate past presiding judge.
    The deadline for comments is 5:00 p.m., Friday, September 19, 2014.
     
    SP14-07:  Judicial Administration: Rules for Advisory Groups
    This proposal would adopt California Rules of Court for three Judicial Council advisory committees and amend three rules: two for advisory committees and one that addresses concurrent membership on the council and a council advisory committee.
    The deadline for comments is 5:00 p.m., Friday, October 3, 2014.
     
    SP14-08: Criminal Justice Realignment: Imposition of Mandatory Supervision
    The Criminal Law Advisory Committee proposes amendments to rules 4.411 and 4.411.5 of the California Rules of Court and adoption of a new rule to govern the imposition of mandatory supervision under Penal Code section 1170(h)(5), including criteria for court consideration and contents and requirements for related probation reports. The proposal was developed in response to recent legislation that requires the Judicial Council to adopt these rules by January 1, 2015.
    The deadline for comments is 5:00 p.m., Friday, September 19, 2014.
